The legislative process for the revision of the Indonesian National Armed Forces Law (RUU TNI) is still ongoing. Most recently, the proposed policy has been agreed upon by the DPR and the government to be brought to a plenary meeting, a forum where laws are passed.
The TNI Bill process has in fact continued to move after recent widespread rejection. Even the DPR Leadership, Commission I of the DPR, and the government have taken turns explaining to the public not to worry about the bill recreating ABRI's dual function.
Agreed to Plenary Meeting
Commission I of the DPR RI together with government representatives have held a plenary meeting for level I decision-making on the TNI Bill. As a result, the meeting decided that the TNI Bill would continue its process to a plenary meeting. The meeting was held in the DPR RI Banggar room, Senayan, Jakarta, Tuesday (18/3/2025). This meeting was led by the Chairman of Commission I of the DPR RI who is also the Chairman of the TNI Bill Working Committee, Utut Adianto.
The meeting was attended by Minister of Law Supratman Andi Agtas, Deputy Minister of Defense Air Marshal (ret.) Donny Ermawan Taufanto, representatives from the Ministry of State Secretariat to the Ministry of Finance. Utut said that this meeting was attended by all factions or 8 political parties in the Indonesian House of Representatives.
"We have invited all stakeholders and finally we have also completed the Panja meeting followed by the formulation team and synchronization team and Timus, Timsin, have also reported to Panja. We have also had a meeting with the TNI commander, the Chiefs of Staff of the Army, Navy and Air Force," said Utut in the meeting. Utut stated that his party had discussed the TNI Bill by involving Bangka. Meanwhile, Commission I of the Indonesian House of Representatives through the Panja of the TNI Bill has held a number of meetings to discuss the government's Problem Inventory List (DIM).
There are at least three articles in the spotlight, namely Article 3 regarding the position of the TNI, Article 53 regarding retirement for soldiers to Article 47 regarding the placement of active soldiers in ministries or institutions. Back to the plenary meeting, as many as 8 factions agreed that the TNI Bill be brought to level II for ratification. The factions are PDIP, Golkar, Gerindra, NasDem, PKB, PKS, PAN, and Demokrat. "All expressed their agreement with various notes that will be noted by all of us," said Utut. "Can the Bill on Amendments to Law Number 34 of 2004 concerning the TNI be further brought to Level II discussions to be approved as a Law, can it be approved?" Utut asked the members of the Council. "Agreed," answered the members accompanied by a gavel tap for the leadership of Commission I as a sign of approval.
